Pay & Claim Policy (SBL-Khas Scheme) A Transparent, Safe & HRD Corp–Compliant Process for Training and Team Building
The Pay & Claim Policy is one of the most common and trusted financial arrangements under the HRD Corp SBL-Khas Scheme. It ensures that employers can run training or team-building programmes smoothly, while the Training Provider (TP) handles the claim submissions directly to HRD Corp.
This policy provides clarity on who pays, who claims, and how reimbursement works—minimising confusion and ensuring full compliance with HRD Corp’s requirements.
What Is the Pay & Claim Policy?
This ensures that the employer does not need to deal with complicated HRD Corp submissions, financial paperwork, or compliance documentation. The Training Provider handles everything from start to finish.
This policy is suitable for both:
- HRD Corp–claimable trainings, and
- HRD Corp SBL-Khas team-building programmes
How the Pay & Claim Policy Works
The process is straightforward and fully aligned with the SBL-Khas guidelines:
Step 1 – Employer Approves the Training
The employer confirms interest in the chosen programme (training or team building).
Step 2 – TP Submits the SBL-KHAS Application
The TP prepares and submits the SBL-Khas application to HRD Corp on behalf of the employer.
TP Submits Claim to HRD Corp / HRD Corp Reimburses the TP
After the programme, the Training Provider submits all documentation to HRD Corp for claim processing.
HRD Corp pays the Training Provider directly using the employer’s levy balance.
The employer’s levy will be automatically deducted once HRD Corp approves the claim.
Under SBL-Khas, the Pay & Claim Policy typically covers
For Training Programmes:
- Trainer fees
- Training room rental
- Training materials & handouts
- Meals (depending on approval)
- Online training platforms (if virtual)
For Team Building (SBL-Khas):
- Trainer fees
- Outdoor & indoor activity facilitation
- Activity materials
- Training room/event hall
- Mandatory indoor-outdoor 50/50 ratio
- Employee allowances (based on travel distance)
- Transport & accommodation (depending on eligibility)
Advantages of the Pay & Claim Policy
Employers choose this policy because it offers:
✔ Full HRD Corp Compliance
The TP ensures all HRD Corp documentation, modules, and requirements are adhered to.
✔ No Need for Employer to Handle Claims
The TP handles all submissions, follow-ups, and evidence compilation.
✔ Faster Programme Approval
SBL-Khas applications are processed more smoothly when handled by an experienced TP.
✔ Transparent Financial Flow
Employer pays upfront → HRD Corp reimburses TP → Levy is deducted
No hidden fees or complicated structures.
✔ Clear Accountability
All responsibilities, payments, and documentation flow are clearly defined.
